If its a Mexican restaurant its because people were eating chips and salsa while they were looking over the menu, and salsa drips easily onto it. If its an Italian place they may be snacking on bread and olive oil before the menu is taken away.

If its Chili's its because they leave the menu at the tables- and people mess with them while they're eating, maybe to look at the margaritas or whatever.

Because the servers usually take the menus to an area near the kitchen, where they sit until they are returned to the host/hostess area. During that time, the accumulate grease and dirt from the air coming from the kitchen. It's a common problem, just take a look at the top of something you don't regularly wipe down in your own kitchen (like top of a window sill or a curtain rod) and look at all the grease and grime that has accumulated there -- and you're not cooking 12-18 hours a day, every day.

some places dont take them away before you eat. you have to use as placemats, and some people are sloppy eaters so menu is greasy. those some peoples also spill pepsi all the time. and leave bad tip.

A lot of people accidentally keep some. Also, it's possible they were floating around in the restaurant between staff...

Because they didn't hire a menu washer. Also, menu washing machines are more expensive than dishwashing machines.

Because servers don't wash their hands
